David Jackman is Chair of the BSI (British Standards Institution) Committee on Sustainable Development and primary author of the national standard BS8900, Managing Sustainable Development, together with the accompanying Handbook. He now oversees the growing 8900 series of certifiable standards, including for events management, construction materials, supply chain and film production.
David chairs, and has championed, the development of a BSI standard for sustainable communities, authoring BS8904 based on a pilot project in his own community of Grasmere. This has produced a Community Interest Company (CIC) and a range of schemes are underway, including a new sustainable school and village hub, an energy scheme, building re-use and community market. He is a Trustee of the Armitt Museum.
He oversees the UK contribution to the large scale international programme to produce ISO 26000, Corporate Social Responsibility (CSR) due to be published late 2010. David is also working on new standards for sustainable financial services and the difficult task of evaluating sustainable outcomes.
Educated at Oxford, Cambridge and London universities, David was part of the management team that established the FSA; following related roles in IMRO, SFA, the London Stock Exchange and the Securities Institute. He held the position of Head of Industry Training and Business Ethics at the FSA and was the initial architect of values-based approaches, underpinning Principle Based Regulation (PBR) and Treating Customers Fairly (TCF). He published ‘An Ethical Framework for Financial Services’. He was chair of the FSA’s Ethics Committee and Training Panel and author of the FSA's Training and Competence Rules and responsible for their introduction and supervision. He carried out the FSA Examination Review (The Jackman Review). David continues to be an advisor to various industry bodies and firms on Training and Competence. He was the first CEO of the Financial Services Skills Council.
David chaired the British Standards Committee on Financial Services, issuing ISO 22222 for Personal Financial Planners from 1999 – 2010 and is now developing an ISO standard for compliance professionals on behalf of the International Compliance Association, where he is academic adviser and tutor (Singapore). He is also Chair of Jersey International Business School.
He established the London Financial Academy, including the first university centre in Canary Wharf, as part of the new Business School, for London Metropolitan University (previously Guildhall University). He became Visiting Professor in 2003 having set up the first MSc in Regulation and Compliance Management. He continues to tutor growing MBA and MSc classes in both corporate ethics and sustainable development. He also lectures at Leeds University and is an Associate Member of the Centre for Research into Sustainability.
David is Director of Resources Compliance – the Governance, Risk and Compliance (GRC) practice of the US-based international professional services firm, Resources Global Professionals. Since 2009, has published the Resources Governance Index (RGI) in the Financial Times of FTSE 100 companies, being extended in 2010 to Eurostoxx 50 and selected Japanese corporations.
David has developed The Ethics Mark and The Ethics Foundation to promote values-led businesses and the Twenty First Century Charter (21CC), launched at the House of Commons in 2009, for individuals. He works with large corporations and small firms through his own consultancy, The Ethical Space
David lectures internationally eg: Asian Sustainability Summit (Delhi), Beijing and the EABIS colloquium in Barcelona) and writes in a range of publications, including The Times, Financial Times and industry journals. David is also a Fellow of the Royal Society of Arts
