Recommendation
The ODA should calculate embodied emissions based on 'as built' data for at least one, and preferably more, significant permanent venues to enable future projects to understand the correlation between 'reference' and 'as built' emissions. Failure to do this would significantly delay wider understanding of this important issue.

The ODA originally advised the Commission that they would publish 'as built' footprints [defined as Stage D design] for 3 venues (Stadium, Velodrome and Aquatic Centre) and elements of the Structures, Bridges and Highways (SBH). However they now only intend to publish the carbon footprint for the Velodrome and Aquatic Centre, with case studies being produced for the Stadium and SBH which will include information on embodied carbon. We continue to recommend that 'as built' footprints are produced for all four areas and that they are published as part of the learning legacy.
