Recommendation
The LDA [now LLDC] should assess the resources required to embed sustainability into the Legacy Masterplan Framework and to act as an effective client. These resources should be deployed as permanent staff at a senior level where possible.

The LLDC intended to have specialist sustainability expertise within the design/commission process, both in its structuring and evaluation. They had stated an intent to appoint a new Head of Sustainability, reporting to the Director of Planning and Sustainability but so far have only recruited a more junior project management position. An environmental sustainability strategy has been produced, along with socio-economic strategies. Sustainability needs to be factored into all designs and contracts and sufficient resources will need to be in place at the right time to enable this to happen. The OPLC continues to progress all its plans without a dedicated senior internal sustainability resource. They have brought in some consultant resources but this still presents the risk of sustainability not being adequately factored into relevant plans and decisions through there being no one providing specialist knowledge and advocating within the organisation.

However, they do have staff working on aspects of sustainability and integrating it into specifications and have recently appointed consultants to develop a sustainability strategy. They will need to ensure that sustainability is factored into all designs and contracts and that sufficient resources are in place at the right time to enable this to happen. If sufficient resources are not in place there are risks that sustainability will not be properly integrated into plans and contracts and that by the time the strategies are in place it will be too late.
