GLA City Operations had a zero waste to landfill target but specific recycling target for their Live Sites. The Commission’s previously reported concern that without a recycling target there would not be an incentive for the operator to increase recycling levels was proved true and all waste was sent for energy recovery from the Hyde Park and Victoria Park Live Sites. We recognise the challenges that the GLA faced in procuring an operator for these sites whilst applying a range of requirements to them but are disappointed at the approach the operator took to waste management, as whilst this met the zero waste to landfill target it did not even attempt to meet the London 2012 recycling target. For the smaller Potters Field Live Site the GLA did manage to achieve a level of recycling, with the operator agreeing to some back of house segregation of waste. The GLA did secure a commitment to recycling from the operator of the London Media Centre, where there was almost 70% recycling and zero waste to landfill. As reported in our post Games report, the waste management around race routes and outside venues was variable, however the littering was very low and the street cleansing managed effectively. Waste management at the Box Hill site, which was managed by the Local Authority, did not apply the same approach as all other LOCOG venues. Not Fully Achieved

The Commission is concerned that without a recycling target there will not be an incentive for the operator to increase recycling levels, other than an intent by the GLA to report the figures, since a zero waste to landfill target could be met through an energy from waste process. We recognise the challenges that the GLA faced in procuring an operator for these sites whilst applying a range of requirements to them. We welcome the intent to achieve zero waste to landfill and urge the GLA to do all they can to maximise the recycling and composting from the sites. It is still not clear how this will be coordinated outside venues, around race routes and for city operations in other cities, presenting a risk of variable standards being in place. GLA City Operations are developing a sustainability plan and are to implement BS8901. Procurement is underway and the Commission has expressed concerns about how issues like this will be managed through the contractual process. LOCOG have provided some advice and support. Unsatisfactory Performance
CSL first raised the issue of sustainability in City Operations in our report to the Olympic Board Steering Group in October 2009. We were informed in January 2010, whilst conducting our last Annual Review, that sustainability standards would be developed and communicated within two months. We are aware that the GLA and LOCOG are working on this and we look forward to seeing evidence through the procurement process. However, without immediate action on this issue there is the risk that City Operations could undermine the sustainability image and performance of the Games.
