Recommendation

That the London Development Agency, through the London Waste and Recycling Board, fund additional new commercially viable waste management facilities for the processing of organic waste in East London that are fully operational by Games-time. The Commission's view is that this needs to be achieved in a critical window to 30 June 2010 in order to have any chance of being operational for Games-time. [This recommendation builds on and takes forward earlier recommendations in the 2007 and 2008 Annual Reviews]

This has not happened. LWARB announced (in August and November 2010) that a series of projects were progressing and will be worked into full business cases. The first projects being funded including two AD plants. However, no construction has started, no funding has been finalised and no new plant will be operational by Games-time. Not Achieved

Whilst the Companies and organisations involved have previously stated that they could be operational by Games-time, it is not likely that the plants could be fully tested and ready to take Games-time waste.
