Recommendation

Ensure that shortage of information on legacy use of facilities does not preclude the business case for sustainable options by working with a range of options and scenarios for whole life cost to enable value judgements to be made when faced with shortage of information. Ensure that the value engineering process does not compromise the SD standards established for the project.

The overall ethos of the ODA programme has been to design and build with a focus on legacy. However, whole life costing has not fully been applied to ODA procurement, due to the lack of knowledge of legacy use and focus on programme and budget to 2012. Value engineering has led to examples of positive environmental impacts where the embodied energy in materials has been reduced and to date we have not seen evidence of value engineering compromising the published sustainability standards. The big build is now complete and this is still the case. Transformation is now the responsibility of the LLDC, so the risk of the transformation and legacy masterplans being disconnected, particularly for the landscape and public realm, is now an internal matter for the LLDC and lessened as a result. The Commission continues to monitor the LLDC plans for transformation and legacy and has addressed this within a new recommendation in the legacy review. With the handing over of responsibility for the delivery of the transformation phase from the ODA to the OPLC, the risk of there being a disconnect between the transformation and legacy masterplans is diminished. The Commission will continue to engage with the OPLC regarding their plans. Progress Made

Significant Risk

The overall ethos of the ODA programme is to design and build with a focus on legacy. However, whole life costing has not fully been applied to ODA procurement, due to the lack of knowledge of legacy use and focus on programme and budget to 2012. Value engineering has led to examples of positive environmental impacts where the embodied energy in materials has been reduced and to date we have not seen evidence of value engineering compromising the published sustainability standards. There is concern about the level of connection between ODA plans for transformation and the OPLC legacy masterplans, particularly for the landscape and public realm. This presents a risk that the transformed park brought forward by the ODA will need to be adapted again to meet the desired legacy masterplan from the OPLC. Significant Risk
