A number of measures were taken to address this recommendation, although not all were successful. LOCOG produced Sustainable Event guidelines, which were circulated to all organisations running events as part of London 2012. Commercial partners are required to sign up to the LOCOG Sustainable Sourcing Code. After pressure from the Commission the GLA implemented BS 8901 for City Operations. However, despite advice from LOCOG the Olympic Broadcast Service did not implement an effective sustainability programme, with minimal action being taken to reduce energy use. It was not clear how training camps and National Olympic Houses were contributing to the London 2012 Sustainability Plan. Not Fully Achieved

We have seen progress on this recommendation in some areas. For example LOCOG has produced Sustainable Event guidelines, which have been circulated to all organisations running events as part of London 2012. Commercial partners are required to sign up to the LOCOG Sustainable Sourcing Code. We have previously been critical of the level of preparedness within the GLA City Operations team with regard to the sustainability implications of the areas they are managing. During 2011 we are pleased to say that there has been significant progress made in this area, with dedicated resource being brought in from April 2011 to work through the issues and which has now secured certification to BS 8901. We recognise that they will not always be able to achieve exactly the same standard as LOCOG but we still expect to see appropriate commitments on waste, catering, the use of generators and the implementation of BS 8901. There continue to be other organisations associated with the Games that come to light where we believe this recommendation needs to apply, for example venues hosting training camps, local authorities running live sites and the Olympic Broadcast Service. All of these organisations should demonstrate how they will contribute to the sustainability of London 2012. Progress Made

We have previously been critical of the level of preparedness within the GLA City Operations team with regard to the sustainability implications of the areas they are managing. During 2011 we are pleased to say that there has been significant progress made in this area, with dedicated resource being brought in from April 2011 to work through the issues and aim to secure certification to BS8901.

Sustainable Event guidelines have been circulated to all organisations running events as part of London 2012 and recommendations are provided to projects registered with London 2012. They are not required to meet absolute conditions. Commercial partners are required to sign up to the Sustainable Sourcing Code. GLA City Operations have now started developing sustainability plans and are beginning to implement BS8901, with resources being secured to lead on this. However we have expressed concerns about the time being taken to implement these plans and the immediate need to address sustainability standards in procurement. Significant Risk

Unsatisfactory Performance

CSL first raised the issue of sustainability in City Operations in our report to the Olympic Board Steering Group in October 2009. We were informed in January 2010, whilst conducting our last Annual Review, that sustainability standards would be developed and communicated within two months. We are aware that the GLA and LOCOG are working on this and we look forward to seeing evidence through the procurement process. However, without immediate action on this issue there is the risk that City Operations could undermine the sustainability image and performance of the Games.
