The residual footprint should be mitigated using a variety of techniques: Gold standard offsets, or other equally robust method, for flights for competitors and officials, in accordance with the bid commitments. If flights are not to be offset, mitigation of these emissions must be achieved using alternative means.

The BP Target Neutral programme offset the emissions from the travel of all spectators, athletes and officials that opted into the programme (ca. 500,000 spectators) and all travel emissions from Team GB, Paralympics GB, Team USA Paralympics USA, plus 7 other smaller NOCs. BP and some other partners, including UPS, offset the emissions from their hospitality programmes.BP Target Neutral offset the emissions from official vehicle fleet, including the official London 2012 vehicles in the torch relay fleet. Mitigation is planned to be through a combination of legacy learning - particularly in the construction and events industries - and behavioural change such as via the EDF Energy campaign.
